Phil Black - CEO
Since founding Presco 45 years ago, Phil has acted as system architect for countless product design cycles serving clients in many different industries.
He has worked in optical spectroscopy, acoustic recognition, medical instrumentation, neural nets, heads-up displays, non-destructive testing, machine tool controls, and drop-on-demand printing. He has been instrumental in helping Presco’s clients manufacture and commercialize these products.
Phil holds a PhD in Electrical Engineering from Yale University.
Alan Katze - President
Alan has 25 years experience managing, architecting and designing systems and circuit boards that incorporate high speed low noise analog circuitry, analog-to-digital conversions, microprocessor and digital circuits, FPGAs, ASICs, digital signal processing and power supplies.
He has experience designing carrier class telecom equipment to meet Telcordia standards, including five 9s reliability, and FCC, UL and CE Mark standards.
Alan holds a Masters in Electrical Engineering from Rensselaer Polytechnic Institute.
Ruth Savinelli - Chief Operating Officer
Ruth has 16 years of experience in the technology sector. Starting as a test and assembly technician in college, she is now the Chief Operating Officer for Presco Engineering.
With experience in Operations, Manufacturing, Purchasing, Marketing, Product Development and Project Management, Ruth brings a unique mixture of skills to the table. Ruth loves taking on tough challenges to ensure quality and efficiency.
Ruth holds a BS in Business Management from Albertus Magnus College and is SHRM-CP Certified.
Keven Roche - Director of Project Management
Keven brings over 30 years of expertise in high-density electronic packaging and electro-mechanical design, making him a driving force behind Presco’s ability to deliver mission-critical solutions for high-stakes industries like military and commercial applications. His deep understanding of product development, combined with a meticulous focus on cost and schedule controls, ensures that Presco’s clients benefit from solutions that are not only innovative but also highly reliable and efficient.
Keven’s extensive background in managing multidisciplinary teams and adhering to rigorous industry standards, such as ISO 9001 and government security clearances, elevates Presco’s commitment to precision and quality. His expertise in CAD/CAM design, SolidWorks modeling, and packaging solutions equips Presco with the technical leadership needed to tackle complex engineering challenges and deliver tailored solutions that exceed client expectations.
At Presco, Keven leverages his decades of experience to foster strong, long-term partnerships with clients, ensuring every project is executed with the highest level of collaboration, performance, and reliability.
Keven holds a degree in Architecture Design and CAD Technology from the Technical University of Nova Scotia.
Jeff has over 25 years experience of identifying and securing customers within emerging technology sectors. A tireless networker, Jeff attends a wide variety of conferences and gatherings where artists, scientists, technologists, designers, engineers and business people congregate.
With a career that began within the Industrial Design/Human Factors/Usability department at Xerox Corporation, he brings a deep understanding of the emotional and design drivers that optimize the human/machine interface and lead to a positive brand experience. Commitment to exceeding customer expectations is his mantra.
Jeff holds a Bachelors of Industrial Design from Syracuse University.
Jeff Gates - VP (Sales and Marketing)
Joshua Shilling - Production Manager
Josh brings over 12 years of manufacturing experience, including over 4 years managing a team of 25 as the production supervisor of a manufacturing facility with revenues up to $125 million.
In addition, he has experience working in an ISO 9001:2015 environment, performing assembly and test of electro-mechanical assemblies, purchasing, planning, and quality assurance.
Josh currently holds an AS in environmental science and continues to seek further education in the environmental sciences, business management, and electronic fields.
David Wu - Director of Mechanical Engineering
David brings over 14 years of expertise in mechanical engineering and product development for high-risk, mission-critical applications, with a strong focus on the medical device industry. At Presco, he leverages his extensive experience to design and deliver innovative products tailored to the unique needs of industries where precision, reliability, and performance are paramount.
Throughout his career, David has successfully led teams in the development of complex systems, such as surgical robotic instrumentation, endoscopic and laparoscopic devices, and imaging technologies, seamlessly integrating mechanical, electronic, and software components. His hands-on approach to product development— bolstered by his Six Sigma Black Belt expertise —ensures that Presco’s clients benefit from products optimized for efficiency, compliance, and long-term performance.
As Director of Mechanical Engineering, David plays a key role in fostering collaborative partnerships with Presco’s clients, ensuring that each project meets the highest standards from concept to launch. His technical leadership and commitment to excellence empower Presco to continue delivering products that exceed client expectations in mission-critical, high-stakes industries.

Adrian brings over 40 years of experience in developing mission-critical software systems for industries demanding the highest levels of reliability, including medical, military, and aerospace. With expertise in real-time embedded software, hardware/software interfaces, and product development, Adrian has a proven ability to deliver innovative, dependable solutions tailored to risk-adverse environments.
From designing an email service relied on by millions to developing advanced control systems for speedboats, Adrian’s work exemplifies his commitment to solving complex challenges with precision and ingenuity. His experience spans software architecture for medical imaging systems, military flight controls, and embedded graphics, consistently demonstrating his ability to bring reliable, high-performance products to market.
As Director of Software Engineering at Presco, Adrian leads the creation of cutting-edge software solutions for mission-critical products. By fostering cross-disciplinary collaboration and prioritizing long-term client partnerships, he ensures Presco’s software meets the rigorous demands of industries where success is non-negotiable.
Adrian holds an Honors Degree in Computer Science from Lancaster University (U.K.).
